Best moveset for PvP
The best moveset for Shadow Raikou in PvP is Volt Switch as the Fast Move and Wild Charge as the Charged Move.
While it’s a close call choosing between Thunder Shock or Volt Switch as the Fast Move, Volt Switch is more used due to its consistent – and highest – damage output. Plus, it has great energy gains.
As for its Charged Moves, Wild Charge is Shadow Raikou’s best STAB option as it outpaces both Thunderbolt and Thunder.
If you’re up for a secondary Charged Move, Shadow Ball is the way to go thanks to the additional coverage it provides against Ghost and Psychic-type Pokemon.

Best moveset for Raids
Shadow Raikou’s best moveset for Raids is Thunder Shock as its Fast Move and Wild Charge as its Charged Move as these provide the best overall damage against targets that are weak to Electric-type attacks.
Thunder Shock deals similar damage to Volt Switch. However, it has a lower cooldown and faster energy gain, so go with it.
As for the Charged Move, Wild Charge is still the best out of the bunch. It deals more damage than Thunderbolt for the same amount of energy, which is half of what the other move – Thunder – costs.
It’s worth noting that Shadow Raikou is one of the best Electric-type attackers in Pokemon Go. As such, it will be a major boon for clearing both PvP and PvE content. This is a huge positive as Electric is a great offensive type letting Shadow Raikou deal with most Raid bosses.
