Best moveset for PvP
Mega Latios’s best moveset for PvP consists of Dragon Breath as a Fast Move and Dragon Claw as a Charged Move.
Dragon Breath might be a weaker move than Zen Headbutt, but it costs less than half the energy, it’s quicker and still benefits from STAB. As for the Charged Move, the better option is Dragon Claw as Psychic is too slow and Luster Plunge is way more expensive.
Mega Latias’s best moveset for PvP consists of Dragon Breath as a Fast Move and Outrage as a Charged Move.
As with Mega Latios, Dragon Breath is the best option for its damage and energy cost balance. As for the Charged Move, Outrage is one of the best Dragon-type attacks, as it can deal a lot of damage for very little energy, so go for it.
In both cases, players can go for Mega Latios & Mega Latias’ special moves (Luster Purge/Mist Ball) as secondary Charged Moves if they can afford them.

Best moveset for Raids
The best moveset you can teach Mega Latios for Raids is also Dragon Breath as a Fast Move and Dragon Claw as a Charged Move. This combination makes Mega Latios a Gym sweeper thanks to Dragon Claw’s 3 short bars.
The best moveset you can use with Mega Latias for Raid battles is also Dragon Breath as a Fast Move and Outrage as a Charged Move. With these moves, Mega Latias will become a very strong Dragon attacker.
In Raids, it is better to go with only one type, so go with Dragon. However, in both cases, players can opt to go with Zen Headbutt as a Fast Move and Psychic as a Charged Move if they are in need of a strong Psychic-type attacker.
