The hotfix to revert the explosive buff has now been implemented.
The hotfix has been deployed and explosives no longer damage players through structures.

One of the most controversial changes in Fortnite Battle Royale’s November 1 update was the buff to explosives. Now, Epic Games have made a decision to backtrack entirely.

The somewhat perplexing decision to allow 25% of explosive damage to ‘penetrate through structures and the environment’ received a great deal of backlash from the Fortnite community, particularly professional players.
Clips and Twitter rants quickly began to pop up all over social media once the v6.21 patch went live, with most players agreeing that it made explosives far too powerful.

It would seem that the feedback did not fall on death ears, as Epic Games’ Design Lead, Eric Williamson has confirmed that the changes will be reverted entirely at some point today (November 2).
“We’ll be reverting the explosive damage change today,” Williamson explained on Twitter. “Thanks for your feedback.”
